REGULAR MEMBERSHIP MEETING February 23, 2006 3:30 P.M.

The regular 1st shift membership meeting was held on Thursday, February 23, 2006 at 3:30 p.m. with Larry West presiding.

The 71 members paid their respects to the flag.

Prayer was held for the membership and the Local.

Motion was made to go into a special order of business for purposes of taking a strike authorization vote.

Motion seconded and carried unanimously.

Motion was made to take the vote as a voice vote.

Motion seconded and carried unanimously.

Motion was made to approve strike authorization.

Motion seconded and approved unanimously.

Roll call was taken with Mike Allen, Sue Bostwick, Jerry Fyffe, Jim Holley, Stan Long, Brad Rice and Steve Hubbard absent. Tracy Kelly and Dan Palmer working. Denny Mesarvey on vacation.

Motion made and seconded to dispense with the reading of the January membership meeting minutes, subject to question.

Motion carried unanimously.

Motion made and seconded to approve the February Executive Board minutes as read, subject to question.

REPORT OF THE CHAIRMAN, KEITH BAILEY:

Reported on the status of the grievance procedure.

Reported that inventory this year will be July 5 and 6^th.

Gave a schedule of some GM plants that will be shutting down. Two plants that will be working the July shutdown are Arlington and Jamesville.

Reported that the bankruptcy court extended Delphi’s deadline for filing the 1113 and 1114 motions until March 31, 2006.

Mentioned the 57 retirees that we had December 1, 2005 and that we had no productivity improvements on those retirements.

Reported that he has requested plant volume and product information from each department for October, November and December of 2005 and January of 2006.

Reported that Paul Hegwood asked the bargaining committee to waive job security for the laid off workers, so that he could bring them back to cut overtime and then lay them off again, with no credited service or job security

Reported that Paul Hegwood also wanted a deal to take the janitors out of plant 10 and the bargaining committee said no.

Reported that we are still waiting on the results from the EPBC on the retirement window.

Reported that ARA gave their 60 days letter and they will be leaving Kettering. The bargaining committee met and had lunch with the incoming vending and machine company, ABI, that will be replacing ARA.

Reported that Jim Clark, a former plumber and CAC, who retired recently has come right back and been hired as salaried personnel.

REPORT OF THE EXECUTIVE SECRETARY, DAVID HILL:

As of April 1, 2006, all employees and family members who are enrolled in Anthem Primary Blue Preferred HMO will be required to order all maintenance medications through the mail. This is any medication that you have to take every day for the rest of your life. For example, medications for thyroid conditions, high blood pressure and high cholesterol will all have to be ordered through the mail or you will have to pay the full amount at a local pharmacy. You can generally receive a 90 day supply through the mail for the cost of a 60 day supply. The traditional anthem employees have been required to receive maintenance medications through the mail since April 1, 2004.

Reported on the benefit office issue in the plant and how we are working to get that resolved with Paul Hegwood and Marlane Bengry.

REPORT OF THE PRESIDENT, LARRY WEST:

Reported that the Local 755/American Cancer Society Fish Fry, to benefit breast cancer research, will be held on Friday, March 31^st.

Reported that the new bingo is up and running as of this week.

Reported that a Delphi Coalition Labor Rally is being held in Warren, Ohio this weekend, Saturday February 25^th. Buses will be furnished for the trip, as well as a free lunch. The Buses will leave from the Union hall in the morning and return in the afternoon after the rally. We encourage everyone to come and be a part of this rally as we show our solidarity. If you are interested in riding one of the buses, call the Union hall at 253-3565. We will meet between 7 and 7:30 a.m. on Saturday morning at the old Contractor’s Warehouse parking lot, next to Wendy’s on Woodman Dr.
